DVP contracted ANTARES to perform a variety of tasks critical to developing 30 MW of solar photovoltaics. Activities included high-level screening assessment of prospective sites utilizing aerial and GIS imagery; preliminary project design and performance analysis; site assessment including structural analysis, roof inspections, and utility distribution equipment; development of project specifications to be provided to EPCs as part of the bid process; preliminary economic analysis of expected project capital costs and operation and maintenance (O&M) costs; review of EPC bid packages and final design including detailed financial and risk review for all vendors and proposed equipment; project inspections; performance evaluations; and reporting. To date, ANTARES has completed screening assessments for over 50 sites, as well as many detailed studies and bid reviews. Completed projects include ground mount and roof mount arrays with some projects located at Virginia universities and schools.
